The USAF Controllability Check determines whether a unit’s promotion process is “controlled” (competitive board required) or “uncontrolled” (all eligible Airmen can be promoted without a board). When the number of eligible Airmen exceeds the number of allocated quotas, the unit must conduct a promotion board to select who receives the limited stripes.

The rule is straightforward: if eligible > quotas, a board is required. If eligible ≤ quotas, all eligible Airmen can be promoted without competitive selection — though Commanders can still withhold promotions for cause.

The controllability ratio is eligible Airmen divided by allocated quotas. A ratio greater than 1.0 means the unit is “controlled” and must run a competitive board. A ratio at or below 1.0 means the unit is “uncontrolled” and all eligible Airmen can be promoted. The exact ratio threshold can vary by cycle — always check the current promotion cycle MPF guidance.
Yes. Even in an uncontrolled promotion environment, a Commander can withhold promotion for cause (UIF, active control roster placement, pending adverse action, or Commander’s negative recommendation). The uncontrolled designation only means no competitive selection board is required — it does not guarantee all eligible Airmen will be promoted.
